Health education is the educational activities conducted by way of spreading the message, instill confidence, so that people are not only aware of, know and understand, but also want to and can make an argument that has to do with health. Health counseling is a combination of various activities and opportunities that are based on the principles of learning to achieve a State, where individuals, families, groups or the community as a whole wants to live a healthy life, know how and do what can be done, by an individual or in a group and ask for help (Effendy, 1998).

Health education is a process of change on a person associated with the achievement of the purpose of the health of the individual, and the community. Health education can not be given to a person by another person, not a set of procedures that should be implemented or a product that must be achieved, but it surely is a process of development that changes dynamically, which inside a person accept or reject information, attitude, or new practices, related to the goal of healthy living (Suliha, et al., 2002).

The purpose of health education is (Effendy, 1998):

1) achievement of a change in behavior of individuals, families and communities in building and maintaining healthy lifestyles and a healthy environment, as well as play an active role in the effort of realizing the degree of optimal health.

3) according to the WHO goal of health education is to change individual behavior and or the community in the health field.

According to Effendy, factors to consider against targets in the success of outreach health are:

1) level education.

Education can affect the way a person's point of view towards the new information received. Then it can be said that the higher the educational level, the easier a person receives the information gets.

Socioeconomic Level 2)

The higher the socioeconomic level of the person, the more easy in accepting new information.

3) Customs

The influence of customs in receiving new information is the thing that can not be ignored, because our society is still very much appreciate and consider something that should not be ignored.

4) public confidence

Society pay more attention to the information conveyed by the people they already know, because it's already public confidence occurred with Messenger information.

5) Availability time in Community

Delivery time information should pay attention to the level of the community's activities to ensure the level of presence of the community in education.

Methods that can be used in providing health counselling is (Notoatmodjo, 2002):

1) Lecture Method

Is a way of describing and explaining an idea, notion or orally to a group of targets so as to obtain information about health.

2) methods discussion group

Is the planned talks and has prepared about a topic of conversation among 5 – 20 participants (target) and a leader of the discussion has been appointed.

3) method of Brainstorming

Is a form of problem solving in which each Member of the proposed all the possibletroubleshooting the unthinkable by each participant, and the evaluation of the above opinions – opinions above do then.

Is the talks that had been planned in front of the visitor or participant about a topic,it takes 3 people or more panelists with a leader.

Is portrayed a situation in human life without exercises held, conducted by two people or more to be used as material for thought by the group.

Is a way to show understanding, ideas and procedures about something which has been carefully prepared to show how to carry out an action, the scene with the use of props. This method is used against groups that are not too large in number.

Is a series of lectures given by 2 to 5 people with a plethora of topics but are closelyinterlinked.

8) method Seminar

Is a way in which a group of people gather to discuss a problem under the guidance of an expert who mastered their field.

In conducting education on health, then a good extension officers should be doing counseling in accordance with steps-the steps in the following community health outreach (Effendy, 1998):
